The Norwegian Election Research Programme was launched in the middle of the 1950's, under the direction of The Institute for Social Research. Henry Valen and Stein Rokkan were responsible for the programme. The programme co-operated with Norsk Gallup Institute A/S for sample survey data collection in the election studies covering the Storting elections in 1957, 1965, 1969 and 1973. Since 1977 the programme has co-operated with Statistics Norway (SSB) for the data collection for these studies. The election studies are intended to give statistical data for research covering elections and political processes in Norway. Since the start of the Norwegian Election Programme Professor Henry Valen has been the key administrator, but in 1985 Bernt Aardal took over as executive manager.

Sampling Procedure

The survey sample consisted of 3 000 person in the age between 18-80 years. Half of this where respondents that had been interviewed in the Election Study 2005, and makes therefore the panel-sample. Due to the number of non-eligible respondents in this sample, it was supplemented by immigrants and younger persons in the age 18-21.  

The other half was cross sectional, and consisted of 1 500 respondents that were drawn randomly. These will constitute the panel for the election in 2013. The sample was drawn using Statistics Norway's standard sampling frame. The standard sampling frame firstly divides the country into a number of primary sampling areas, which in turn are divided into 109 subpopulations, called strata. The sampling areas are municipalities, or groups of municipalities. Municipalities with few inhabitants are grouped together with other municipalities to ensure that each sampling area consists of at least 7 percent of the total number of inhabitants in the stratum the municipality belongs to. All municipalities with more than 30 000 inhabitants and some with 25 000 to 30 000 inhabitants constitute separate strata.

Deposit Requirement

Access to data is given on the condition that NSD gets three copies, alternatively a PDF-file, of eventual reports that are written on the basis of the data. This to ensure best possible information of the use of data we distribute.


Application for access to the data has to include name, institutional affiliation, project title, information about sources of financing, postal address. A declaration of secrecy has to be signed before delivery of data.
