Dataset: Local Election Survey 1999

Abstract

This survey was conducted in relation with the municipal and county elections in 1999. The purpose of the survey is to elucidate people's views of local elections and local democracies. The survey can also provide increased understanding of the individual voter's views of events in Norwegian municipalities.

The survey was commissioned by the Institute of Social Research, by Tor Bjørklund, and was financed by the Ministry of Regional Development and Local Government.  
In 1995, Statistics Norway conducted a similar survey, also commissioned by ISF. The results of this survey are presented in Tor Bjørklund's book: "Valget i 1995 i lys av sosiale og politiske endringer".

Sampling Procedure

The sample for the "Local Election Survey 1999" consists of 4323 persons in the ages of 18 - 79 years and that were eligible to vote in the local elections. In order to obtain knowledge of changes in the electorate, parts of the sample are drawn from the gross sample of the Local Election Survey in 1995. This panel consisted of 2100 persons. The real panel was supplemented with persons that had reached vote eligibility since 19995, as well as immigrants with the right to vote. In total, the panel was upplemented with 153 persons. In addition, a new sample of 2070 persons were drawn amongst persons from 18 to 79 years. Both the panel and the new sample were drawn across six pre-defined strata.

Net sample: 3193 persons
Response rate: 74,4 %

Weighting

Three things makes weighting necessary
a) The drawing probability is unequal across the six strata
b) Election participation correlates with drop-out, as well as a range of other variables, of which there exist good population data. Thus, post-stratification for the most important variables, to make the sample more in accordance with the population, is possible.
c) Relocation can be corrected

Deposit Requirement

Access to data is given on the condition that NSD gets three copies, alternatively a PDF-file, of eventual reports that are written on the basis of the data. This to ensure best possible information of the use of data we distribute.

Conditions

Application for access to the data has to include name, institutional affiliation, project title, information about sources of financing, postal address. A declaration of secrecy has to be signed before delivery of data.
