Dataset: Local Election Survey 2011


The Local Election Survey 2011 is made on behalf of the Insitute for social research (ISF), Uni Rokkan Centre and the University of Oslo. Institute for social research had the project leader responsibility and Johannes Berg was the contact person and the project leader by ISF.

The purpose with the survey was to map behaviour and attitudes to the local election in 2011 in special and local elections in general. A big part of the survey was a reiteration of previous surveys  that have been conducted by each local election since 1995. The survey consists of two parts: a telephone part and a postal part.

The Local Elections surveys are conducted four times earlier, in 1995, 1999, 2003 and 2007. The objective of the surveys is to elucidate different aspects of the local democracy; the election and election campaign, political interest and participation.

Sampling Procedure

The gross sample was drawn from the Resident registration by permission from the Norwegian Tax Administration. The gross sample was 5004 respondents. The sample was quoted by 6 strata, which made demgraphic smaller municipalities were overrepresented compared to larger municipalities.

The whole sample:  
Gross sample: 5004 persons
Net sample: 1773 persons
Response rate: 35,4 per cent

The sample was quoted by 6 strata, so that demographic small muncipalities were overrepresented compared to larger municipalities. When analysing the material it is necessary to use weigths to see the country as a whole. The purpose of the weighting is firstly to adjust the overrepresentation of small muncipalities and the underrepresentation of large municipalities in the sample. Secondly, the purpose is to correct for the imbalances in relation to gender and age groups. Since the withdrawal from the postal survey differed from the telephone interview, two weights was constructed. One of these (vekt) should be used when the analysis only includes variables from the telephone interview. The second (vekt_postal) weight should be used when the analysis also includes variables from the postal survey.

Deposit Requirement

Access to data is given on the condition that NSD gets three copies, alternatively a PDF-file, of eventual reports that are written on the basis of the data. This to ensure best possible information of the use of data we distribute.


Application for access to the data has to include name, institutional affiliation, project title, information about sources of financing, postal address. A declaration of secrecy has to be signed before delivery of data.
