Dataset: Local Elections in Norway, 2007

Abstract

The data set is derived from Statistic Norway's local election survey in 2007, commissioned by Institute of Social Research. The purpose of the survey was to enlighten different sides of the local democracy; elections and election campaigns, political interest and participation.  

The survey deals with the following subjects:
-Political interest
-Voting in municipal, county council and national elections.
-Assessment of the significance of elections
-Assessment of the local democracy and local services
-Municipal challenges
-Municipal organisation
-Information about politics
-Voting for persons in municipal elections
-Political participation

The survey is conducted as telephone interview and self-completion forms. The variables from the telephone interview have names beginning with 'spm', whilst variables from the self-completion questionnaire have variable names starting with 'po'.

To obtain knowledge about changes in the electorate, a part of the sample is derived from the gross sample of the Local Election Survey in 2003. This panel consists of people in the ages of 22 - 83 years. For the panel to have cross-sectional features, the real panel had to be supplied with persons from cohorts that recently had become eligible to vote during the four intermittent years. The supplementary sample is often characterized as a "false" panel. Variables that are marked with '_03" under "name" are derived from the Local Election Survey of 2003.

The sample consisted of persons who were in the age 18-89 years during the election year (31.12.2007), who are living and have suffrage in Norway. Non-Norwegian citizens who are enrolled in the national register, who have been living in Norway over the last three years before the election day, as well as citizens in another Nordic country who have been enrolled in the national register and have been living in Norway since 30. June in the election year have suffrage as well as Norwegian citizens.

Sampling Procedure

A part of the sample was gathered from the gross sample of the Local Elections in Norway 2003 survey in order to achieve knowledge of changes in the electorate. This panel consists of people in the age 22-83 years who were drawn for the survey in 2003. The real panel is supplied with persons from the age group that has achieved voting age since the last election for municipal- and county council in 2003 in order for the data to have cross-sectional qualities. The supplementary sample is mainly drawn form the age group 18-21.  

Both the panel and the new sample are drawn with approximately equally large part-samples from six municipal strata. The strata are constructed by dividing the municipalities in accordance with the municipal populations per 01.01.07.

Weighting

In most cases it is necessary to weight the dataset in order to analyze it. One should consider to weight for three conditions.  

First, the sample is drawn in a disproportional manner. Small municipalities that are measured in accordance to population are overrepresented, while the large ones are underrepresented. Weight1 corrects this imbalance.  

Secondly, one should take drop-outs in to consideration. A weight (Weight2) has been constructed in order to correct for the imbalances in relation to stratum, gender and age groups. The amount in the gross sample is divided by the amount in the net sample for 72 combinations of stratum, gender and age groups (18-29 years, 30-39 years, 40-49 years, 50-59 years, 60-69 years and 70+ years).

A particularity for Norwegian elections is that the electorate is registered in the election roll at the polling station. In addition to imbalances in relation to gender and age groups one can thereby also adjust for voter/non-voter. In Weight3 this is combined with correction of imbalances in relation to stratum, gender and age groups. The weight is constructed by dividing the amount in the gross sample with the amount in the net sample for 144 combinations of strata, gender, age groups and voter/non-voter.
